Changbei largest garment distribution market is difficult to relocate

Dahongmen Garment Wholesale Market (hereinafter referred to as Dahongmen) is the largest garment distribution market in the north of the Yangtze River in China. Some of its business activities are expected to relocate to Baigou Town, Gaobeidian City, Hebei Baodian.

“We still have great confidence in the relocation of Dahongmen to Baigou, but it is not easy to say whether they will eventually move to Baigou. At present, the Baigou New Commission is in contact with Fengtai District. According to the above-mentioned person in charge, the leaders of Dahongmen visited Baigou in the first half of this month. On April 25, the following day, a delegation of nearly 100 people from Beijing Dahongmen Garment Manufacturers, Commodity Distribution Merchants, and Yabao Road Merchants represented business delegations. It also came to the Baigou New City site visit to seek cooperation.

Since this round of relocation involves the interests of Dahongmen and the zoo's two major wholesale market merchants, there are various indications that the relocation work will not be one-size-fits-all.

Merchant concerns

At present, the rental price per square meter of the Dahongmen Wholesale Market is 15 yuan per day, which is roughly the same as in the Wangfujing area, and one is hard to find. This requires the support of high profits.

Liu Yu, deputy head of Fengtai District, said in an interview with the media earlier this year that Beijing’s land is scarce and that some low-end industries with large land occupation and low returns will be restricted from developing. The Dahongmen Wholesale Market in Fengtai District will be upgraded on the spot this year. Beijing will only retain its distribution service functions, while the larger-scale storage function will be relocated to Hebei.

However, the exact timing and location of the relocation has so far not been finalized.

The director of the Baigou New Commission’s Comprehensive Environment Office stated that Baigou’s industrial transfer to Dahongmen has advantages in logistics, and the light rail has also been renovated to Baiyangdian. Baigou, known as the “Capital of Chinese Bags,” has three logistics parks in the North Logistics Park, China Logistics Park, and South Logistics Park.

When visiting the Wuyuan District business district in Xicheng District, a wholesaler at the clothing wholesale market in Jinkai Lide said, “We have a rent of 120,000 a year. The rent on Baigou’s side is at least cheaper than this and we’ll consider it. Do not go."

A retail merchant who has been in the zoo wholesale market for 11 years reluctantly told reporters: “I started doing business here in 2003 and now my business is not doing well. I haven’t received notification yet, but I’m sure I’m not going to Go, because it involves children going to school.

In addition, the new market has not been able to cultivate popularity for a year or two. If it is really relocated, part of the wholesale market will be able to pass, and retail sales will not be possible. ”

In addition to family factors and concerns about new market sentiment, another wholesaler stated: “In the people I know, three or four of the ten wholesalers may not move in. It is certainly not convenient to transport goods. Logistics may not keep up."

Relocation challenges

From the middle and late 1980s to the early 1990s, there were zoos, Dahongmen, Xinfadi and other wholesale markets in Beijing. At that time, the size of cities in Beijing was not large, and the development of the wholesale goods industry was not significant. However, with the economic development and the continuous expansion of the city scale, the area of ​​these business districts has gradually expanded, attracting a large number of floating population, and exerting tremendous pressure on resource and environment, urban operation and social management.

Fengtai District survey shows that in the Dahongmen area, about 5 people, including relatives, come to live in Beijing.

According to the survey data of Fengtai District, there are currently 33 markets in the Dahongmen area, of which the apparel, footwear, and textile markets account for more than 80% of them. There are about 20,000 merchants, of which private industrial and commercial households account for more than 95% of them, and employs about 130,000 people.

The goal of this year's population control in Fengtai District is to reduce the total population of migrants by 10%, and rely mainly on accelerating the transformation and upgrading of low-end industries to achieve population control. In the next few years, the functions of outsourced wholesale markets and industrial upgrading will become the main means of democratization.

According to the data from the sixth census, the floating population in Fengtai District is 679,000. According to the target of this year, about 60,000 floating population will be diverted this year.

On May 22, 2013, Beijing and Hebei Province formally signed the Cooperation Framework Agreement for 2013-2015. The contents of the agreement show that “supporting large-scale commercial and trade enterprises in Beijing to build a regional commercial and trade circulation market in Hebei Province and promote the transfer of small commodities and clothing wholesale markets in Beijing's urban areas to surrounding areas”.

Zeng Xianzhi, a professor at the Beijing Municipal Party School, predicts that the number of migrants outside Beijing's wholesale market may reach 500,000 - 1 million.

However, once they are relocated, the resettlement and subsequent livelihoods of the many working population in the wholesale market will be a major problem.

Sun Shuo, deputy head of the Xicheng District Government, said earlier that the investigation and approval of “dynamic approval” of regional adjustments and upgrades has been started. However, due to the large number of personnel involved, the difficulties are relatively large; many of the work has just started and no specific timetable is currently in place for relocation purposes.
